MINUTES OF THE REGULAR MEETING OF COUNCIL
of the Town of Wembley, in the Province of Alberta
held in the Wembley Municipal Office
this 14th day of April, 2009.

CALL-TO-ORDER Mayor Owen Smith called the meeting to order at 7:00 p.m.

AGENDA MOTION # 2009-075
Councillor Landry moved that the agenda be adopted with the addition of a discussion on the placement of the Day Care Modulars. Carried.

MINUTES MOTION # 2009-076
Councillor Querin moved that the minutes of the Regular Meeting of March 23, 2009 be adopted as submitted. Carried.

MOTION # 2009-077
Councillor Holler moved that the minutes of the Special Meeting of April 7, 2009 be adopted as submitted. Carried.

ACCOUNTS MOTION # 2009-078
PAYABLE Councillor Trudel moved that the accounts payable cheque #193 to cheque #225 totaling $60,248.29 be approved. Carried.

MONTHLY MOTION # 2009-079
STATEMENT Councillor Halladay moved that the monthly statement and the Revenue and Expense Statement for the month of March 2009 be adopted as presented. Carried.


TASK SHEET The task sheet from the March 23, 2009 meeting was discussed.

CORRESPONDENCE
• Travel Alberta - Best of Buzz
• Letter received from the County of Grande Prairie Protective Services advising that Dennis DePeuter is formally being recognized as the Fire Fighter of the year.
• Friends of Saskatoon Island's annual Swan Festival will be held on April 25, 2009 at Centre 2000 in Grande Prairie.
• County of Grande Prairie FCSS is hosting a Grab the Grants informational evening on April 28, 2009 at the Ramada Inn in Clairmont. MOTION # 2009-080 Motion by Councillor Querin that the CAO, FCSS Coordinator and Councillor Trudel be authorized to attend the Grab the Grants informational session. Carried.
• County of Grande Prairie subdivision application for Lot 1, Plan 9023188 being Part of NE-12-71-8-W6M. MOTION # 2009-081 Moved by Councillor Trudel that the Town of Wembley has no objections to the subdivision application.
• Correspondence was received from the Seniors Advisory Council for Alberta requesting the Town of Wembley to proclaim June 1-7, 2009 as Seniors' Week. MOTION # 2009-082 Motion by Councillor Landry that Mayor Owen Smith proclaim June 1-7, 2009 as Seniors' Week. Carried.
• Advertising request from Collins Publishing for the Family Focus magazine that will be featuring Grande Prairie and Region in their June/July edition was denied.
• Correspondence received from Laurie Blakeman, M.L.A. Edmonton-Centre requesting support for a Private Member's Bill - Bill 204, the Provincial-Municipal Tax Sharing Act.
• Correspondence received from Alberta Municipal Affairs advising on the 2009 MSI allocation for the Town of Wembley.

DISCUSSIONS
• Appointments to the Sustainability Steering Committee were discussed. MOTION # 2009-083 Moved by Councillor Querin that Todd DeHaan be appointed as citizen representatives to the Sustainability Steering Committee. Carried.
• A discussion was held regarding Noise By-Law No. 609. No changes will be made.
• Hall rental rate for the Community Market were discussed. MOTION # 2009-084 Motion by Councillor Trudel that Community Hall rental rate charged to the Community Market be adjusted to $150.00 per weekend; and that this rate be reviewed after six months. Carried.
• Vitalize 2009 Conference will be held in Calgary from June 4 to June 6, 2009. Councillor Trudel has expressed an interested to attend.
• A drawing of the placement of the Day Care Modulars was presented to Council for review. MOTION # 2009-085 Moved by Councillor Landry that the drawing illustrating the placement of the Day Care Modulars as prepared by the Public Works Foreman be accepted. Carried.

DELEGATIONS At 7:15 p.m. Todd DeHaan, Ashley Cote, Denna Marth and Brody Jones
met with Council to discuss the issue of Ready To Move homes at the Wembley Development subdivision. The Ready To Move homes have the same architectural controls as stick built homes.

ROUND TABLE The following topics were discussed:
• Request to house a small freezer at the Community Hall was received by a Community Market vendor. The vender advised that the freezer may be used by anyone renting the facility. MOTION # 2009-086 Motion by Councillor Halladay that permission be granted to the Community Market vendor to house a small freeze at the Community Hall. Carried.
• The CAO requested approval to contact the County of Grande Prairie GIS department regarding the Towns water and sewer data being displayed on the web map. MOTION # 2009-087 Moved by Councillor Querin that the CAO contact the County of Grande Prairie GIS department to proceed in determining if it would be feasible to have the Towns water and sewer data displayed on the GIS Web Map. Carried.
• Councillor Querin advised that the drawings for the Fire Hall addition have been completed. The CAO will check on the status of the grant application.
• Councillor Halladay advised that he will be unable to attend the next regular meeting of council.
• Minutes and monthly reports for FCSS have not been submitted to the CAO for distribution to Council. Councillor Halladay will discuss this issue at the next FCSS Advisory Board meeting.
• Sunset Lake water level is very low. MOTION # 2009-088 Moved by Councillor Holler that Ducks Unlimited be contacted to determine if anything can be done to maintain water levels. Carried.
• A Grant Specialist has been hired by Community Futures.
• A solution to eliminate flooding of the road to the Public Works yard was discussed. CAO to request the Public Works Foreman to investigate possible solution.

be adjourned at 8:50 p.m. Carried.
