CALL-TO-ORDER Mayor Owen Smith called the meeting to order at 7:00 p.m.
AGENDA MOTION # 2009-090
Councillor Trudel moved that the agenda be adopted with the addition of a discussion on the Fire Hall Addition and FCSS. Carried.
MINUTES MOTION # 2009-091
Councillor Querin moved that the minutes of the Regular Meeting of April 14, 2009 be adopted as submitted. Carried.
ACCOUNTS PAYABLE MOTION # 2009-092
Councillor Peterson moved that the accounts payable cheque #226 to cheque #272 totaling $45,599.87 be approved. Carried.
TASK SHEET The task sheet from the April 14, 2009 meeting was discussed.
REPORTS The following reports were reviewed and accepted as information:
IN-CAMERA MOTION # 2009-093 Motion by Councillor Landry that the meeting go in-camera. Carried.
MOTION # 2009-094 Motion by Councillor Peterson that the meeting come out of in-camera. Carried.
A discussion was held regarding the FCSS program and employee concerns.

DISCUSSIONS
WHEREAS, the Town of Wembley has adopted the AUMA framework for sustainable planning and the Regional Sustainability Plan; and
WHEREAS, the adoption of the four systems conditions of the Natural Step can provide a framework that will assist administration and elected officials in moving in a more sustainable direction; and
WHEREAS, the willingness of the town to move in the direction of becoming more sustainable can serve as a model for others and encourage sustainable practices along similar lines in our town and region, and,
WHEREAS the Town of Wembley has pledge of support through facilitation from the Alberta Urban Municipalities Association (AUMA); and,
WHEREAS, the following five dimensions are presented by the AUMA to assist municipalities in developing a Regional Sustainability Plan:
Economy, Environment, Society, Culture, Governance
NOW THEREFORE BE IT RESOLVED THAT the Town of Wembley hereby endorses the principles and dimensions of sustainable planning described herein, and agrees to apply them in the development of the Regional Sustainability Plan, as well as in its other planning, policy making and municipal practices. Carried.
Councillor Peterson requested a recorded vote to the motion.
In favor: Councillor Peterson, Councillor Holler, Councillor Trudel and Mayor Smith. Abstained: Councillor Landry and Councillor Querin. Carried.
BY-LAW 652 MOTION # 2009-099 Moved by Councillor Holler that By-Law 652
being a By-Law to authorize the taxation to be levied against assessable
property within the Town of Wembley for the 2009 taxation year be read
a first time this meeting. Carried.
MOTION # 2009-100 Moved by Councillor Querin that By-Law 652
receive second reading. Carried.
MOTION # 2009-101 Moved by Councillor Landry that all three reading of By-Law 652 be given at this meeting. Carried.
MOTION # 2009-102 Moved by Councillor Trudel that By-Law 652 receive third and final reading. Carried.
DELEGATIONS At 8:25 p.m. Emilia Hovorka, Grande Prairie Regional Tourism, met with Council and presented the 2008 Grande Prairie Regional Tourism Association's 2008 Annual Report.
