MINUTES OF THE REGULAR MEETING OF COUNCIL
of the Town of Wembley, in the Province of Alberta
held in the Wembley Municipal Office
this 10th day of August, 2009.

CALL-TO-ORDER Mayor Owen Smith called the meeting to order at 7:00 p.m.
AGENDA MOTION # 2009-178
Councillor Trudel moved that the agenda be adopted with the addition of the AUMA Convention and an invoice from XPS Contracting Ltd. Carried.
MINUTES MOTION # 2009-179
Councillor Querin moved that the minutes of the Regular Meeting of July 13, 2009 be adopted as presented. Carried.
ACCOUNTS PAYABLE MOTION # 2009-180
Councillor Trudel moved that the accounts payable, as identified in Schedule "A", cheque #492 to cheque #579 totaling $337,564.22 be approved. Carried.
MONTHLY STATEMENT MOTION # 2009-181
Councillor Querin moved that the Monthly Statements and the Revenue and Expense Statements for the months of June and July 2009 be adopted as presented. Carried.
TASK SHEET The task sheet from the July 13, 2009 meeting was discussed.

CORRESPONDENCE
- Travel Alberta - Best of Buzz
- Northern Sunrise County - Copy of an invitation letter sent to Honourable Ron Liepert, Minister of Health and Wellness, to discuss with Municipal Councils of Northern Alberta the recent changes to Alberta Health Services.
- Government of Alberta - Highway 43 Interchanges East of Beaverlodge to the Smoky River Project Information Sheet. A Functional Planning Study will be done to evaluate and recommend a long range plan identifying interchange locations.
- County of Grande Prairie - News Release - Everett Cooke appointed Deputy Fire Chief.
- Government of Alberta - News Release - Mountain Pine Beetles continue to threaten Alberta's forests.
- Canada-Alberta Building Canada Fund - Notification received advising that the town's application was not successful.
- FCSS - Notification of "Meet Your Community" has been scheduled for September 9, 2009 at 7:00 p.m. at the Wembley Community Hall.
- FCSS - Invitation to attend an Emergency Preparedness Meeting to be held on September 21, 2009 at 7:00 p.m. at the Wembley Community Hall.
- Wembley Public Library request to appoint a reviewer. MOTION # 2009-182 Moved by Councillor Landry that the CAO, Lori Parker, be hereby appointed as the reviewer of receipts and disbursements for the Wembley Municipal Library Board. Carried.
- Information was received from AUMA regarding the upcoming Convention. The convention will be held at the Telus Convention Centre in Calgary from November 3 - 6, 2009. Councillor Landry and Trudel along with the CAO indicated that they would like to attend. Confirmation of attendees will be discussed at the next regular meeting.
DISCUSSIONS
- A Sustainability Community meeting will be held on September 24, 2009 at the Wembley Community Hall. The sustainability committee members have requested funds for this event. MOTION # 2009-183 Moved by Councillor Halladay that Five Hundred Dollars be allotted to the Wembley Sustainability Committee for this event. Carried.
- The telephone listings in the Grande Prairie 2009 Directory for the Town of Wembley were discussed. The CAO requested additional telephone numbers be added under the towns listing. MOTION # 2009-184 Moved by Councillor Holler that the following be added under the Town of Wembley; County Bylaw Enforcement, Family and Community Support Services, SPCA, Wembley Child Development Centre, Wembley Public Library and the West County Regional Landfill. Carried.
- Focus submitted information for review on the tenders received for the 2009 Road Improvements and Walking Trails. Three tenders were received -Wapiti Gravel Suppliers, Reco Construction Ltd., and Knelsen Rock Products MOTION # 2009-185 Moved by Councillor Trudel that the Wapiti Gravel Suppliers tender for the 2009 Road Improvements and Walking Trails in the amount of $209,538.21 be accepted. Carried.
- Cancellation of Wembley Developments taxes was discussed. MOTION # 2009-186 Motion by Councillor Landry that the municipal portion of the 2009 taxes totaling $ 22,497.87 for Wembley Developments be hereby cancelled. Carried.
- Release of submitted tender information for the Articulated Municipal Tractor was discussed. MOTION # 2009-187 Moved by Councillor Landry that the submitted tender information may be released to interested parties. Carried.
- Additional hours of employment for the Administrative Assistant was discussed. No changes will be made at this time but will be reviewed in 2010.
- Paint schemes for the Wembley Fire Hall were received from Entegrys Engineering Ltd. Paint schemes will be referred to the members of the Wembley Fire Department for their opinion.
- County Enforcement requested that a fire/building inspection be done on a residence due to their concerns that the property may be a fire hazard and an unsafe structure. MOTION # 2009-188 Moved by Councillor Trudel that authorization be granted to County Enforcement to proceed with an inspection to determine if the property on 9719 - 100 Street is a fire hazard and an unsafe structure. Carried.
- Purchase of playground equipment was discussed. The Municipal Sponsorship grant application in the amount of $24,162.00 has been approved by Municipal Affairs.
- An invoice from XPS Contracting was received for the renovations to the Rec-Plex. MOTION # 2009-189 Motion by Councillor Querin that the XPS Contracting's invoice in the amount of $169,062.01 for the Rec-Plex renovations be approved for payment. Carried. A discussion was also held on proper barricades required during construction. XPS Contracting to be advised.
DELEGATIONS At 8:30 p.m. FCSS Coordinator, Pam Decker, met with Council to discuss the Wembley Child Development Centre. Completion of the following items will be the towns' responsibility; parking lot, exterior lighting, electrical services for staff parking, telephone jacks and security alert system, fire extinguishers, smoke detectors and the installation of a temporary sign.
Upon the completion of the Council meeting the Council Members, CAO and FCSS Coordinator will view the modulars.
ROUND TABLE The following topics were discussed:
- The CAO advised that she had attended the Fire Chief's meeting that was held in Wembley on August 5, 2009.
- CN will be repairing the rail crossing adjacent to the Greenhouse on August 12th.
- Andrew Lyster of Stefura, Greber and Beal will represent the town on all bylaw related prosecutions.
- CAO to contact the County of Grande Prairie regarding the railway Crossing on 100 Avenue.
- Pictures of the Pachyrinosaurus will be forwarded to Grande Prairie Regional Tourism.
- Safety books have been ordered.
- Fire Department has completed their profiles and are obtaining information regarding their own website.
- Congratulations to Communities in Bloom on the success of the Day in the Park activities.
- Communities in Bloom hosted a town employee appreciation lunch on July 20th.
- Pachyrinosaurus will be entered in the Beaverlodge parade.
- New houses without garages at Wembley Developments subdivision are not appealing.
- Thank you to Public Works employee, Will Skinner, for his assistance on the weekend.
