MINUTES OF THE REGULAR MEETING OF COUNCIL
of the Town of Wembley, in the Province of Alberta
held in the Wembley Municipal Office
this 8th day of February 2010.
COUNCIL Mayor Owen Smith; Councillors: Holler, Landry, Peterson, Querin and Trudel. Councillor Halladay arrived at 7:20 p.m.
OTHERS PRESENT Lori Parker - CAO
CALL-TO-ORDER Mayor Smith called the meeting to order at 7:00 p.m.
AGENDA MOTION # 2010-028
Councillor Querin moved that the agenda be adopted with the following additions; Standard Operating Procedure Course, Request to hold Soap Box Derby. Carried.
MINUTES MOTION # 2010-029
Councillor Landry moved that the minutes of the Regular Meeting of January 25, 2010 be adopted as presented. Carried.
ACCOUNTS PAYABLE MOTION # 2010-030
Councillor Querin moved that the accounts payable, as identified in Schedule "A", cheque #014 to cheque #056 totaling $47,989.16 be approved. Carried.
MONTHLY STATEMENT MOTION # 2010-031
Councillor Trudel moved that the monthly statement for the month of January 2010 be adopted as presented. Carried.
TASK SHEET The task sheet from the January 25, 2010 meeting was discussed.
The CAO reported on tasks completed.
REPORTS The following reports were reviewed and accepted as information:
- Public Works - February 3, 2010
- County Enforcement - January 2010
- Wembley Volunteer Fire Department - Minutes of January 7, 2010 meeting.
- Wembley Volunteer Fire Department - 2009 Financial Statement and statistics.
CORRESPONDENCE
- Letter received from Peace Wapiti Public School Division No. 76 advising that they have requested the unexpended funds in the amount of $24,042.46 for the child care modular's be directed toward the proposal for the child care modular's in the Town of Sexsmith.
DISCUSSIONS
- Wembley Child Development Centre Operators Agreement was presented for review. Correspondence from Stepping Stones Day Care Society was received expressing their concerns regarding the facility rental fee. MOTION # 2010-032 Moved by Councillor Holler that in accordance to Section 3.1 of the Operators Agreement that the Town request a copy of the financial records for the Wembley Child Development Centre. Carried.
- Wembley Fire Department 2010 budget was submitted and will be reviewed during budget deliberations.
- CAO presented information on the upcoming Municipal Administration Leadership Workshop. MOTION # 2010-033 Moved by Councillor Querin that the CAO be authorized to attend the Municipal Administration Leadership Workshop in Kananaskis in May 2010. Carried.
- Information was presented on the Pesticide Applicator Certification and Standard Operating Procedures course for the Public Works Department. MOTION # 2010-034 Motion by Councillor Landry that the Public Works Foreman be registered to attend the Pesticide Applicators Certification course and the Standard Operating Procedures course. Carried.
- A request to host the 1st Annual Soapbox Derby in Wembley on Father's Day was received. MOTION # 2010-035 Moved by Councillor Peterson that Wyatt Yewell's request to host a Soapbox Derby in Wembley on June 19, 2010 be approved and that the town be kept informed on the progress of the event. Carried.
- Capital requirements for 2010 were discussed. MOTION #2010-036 Motion by Councillor Halladay that the Wembley Volunteer Fire Department be authorized on behalf of the Town of Wembley to purchase a 2010 Ford Expedition 4 x 4 XLT SSV for the sum of $40,048.05 from Windsor Ford. Carried.
- A discussion was held regarding the proposed location of the Dinosaur Museum. MOTION # 2010-037 Moved by Councillor Landry that the CAO be authorized to forward a letter to Dave McCrae of ISL Engineering and Brian Brake, Executive Director, River of Death and Discovery Dinosaur Centre, advising that the Town of Wembley fully supports the location of the museum to be situated on NE 22-71-8-6W owned by Chris Anderson; and thatthe town would be willing to install water and sewer services to this location providing that the society contribute approximately $500,000.00 (as per discussion with Brian Brake and based upon acreage usage) towards the installation of these services; and that the Museum's municipal portion of the Town of Wembley's property taxes would be exempt from taxation; and that upon location approval from the Museum Society the Town of Wembley would act quickly and with due diligence to proceed with the water and sewer installation. Carried.
ROUND TABLE The following topics were discussed:
- The Wembley Public Library will be hosting a free family matinee on February 20, 2010 at the Helen E Taylor School in celebration of the Library's first anniversary.
- 2009 Grant funding from Municipal Affairs for the Wembley Public Library was received.
- The Wembley Volunteer Fire Department has teamed up with EnCana for the Lights and Siren Food Drive scheduled for March 25, 2010.
- Regional Tourism meetings have been schedule during the day and Councillor Holler advised that she has not been able to attend.
- Councillor Holler reported that she attended the Wembley & District Agricultural Society's meeting.
- Time extension to obtain GED was requested for Ron Emslie. MOTION # 2010-038 Motion by Councillor Trudel that Ron Emslie be granted a time extension to August 31, 2010 to obtain his GED. Carried.
- Additional recycling advertising is required.
ADJOURNMENT MOTION # 2010-039 Moved by Councillor Trudel that the meeting be adjourned at 9:40 p.m. Carried.
