MINUTES OF THE REGULAR MEETING OF COUNCIL
of the Town of Wembley, in the Province of Alberta
held in the Wembley Municipal Office
this 11th day of January 2010.

CALL-TO-ORDER Deputy Mayor Holler called the meeting to order at 7:00 p.m.
AGENDA MOTION # 2010-001
Councillor Landry moved that the agenda be adopted as presented. Carried.
MINUTES MOTION # 2010-002
Councillor Querin moved that the minutes of the Regular Meeting of December 14, 2009 be adopted as presented. Carried.
ACCOUNTS PAYABLE MOTION # 2010-003
Councillor Trudel moved that the accounts payable, as identified in Schedule "A", cheque #990 to cheque #1083 totaling $271,316.34 be approved. Carried.
TASK SHEET The task sheet from the December 14, 2009 meeting was discussed.
The CAO reported on tasks completed.
REPORTS The following reports were reviewed and accepted as information:
- Public Works Meeting - January 6, 2010. Congratulations extended to Public Works Foreman David Wells in successfully completing the Water and Wastewater certification program.

- Wembley Volunteer Fire Department - Minutes of November and December 2009 meetings.
CORRESPONDENCE
- Northern Sunrise County - Letter of concern regarding the 911 Communication Centre potentially moving out of the Peace River Region.
- Minister of Alberta Municipal Affairs - Outlining the government's four-point plan to position Alberta for a strong economic recovery.
- Fletcher Mudryk & Co. LLP - 2009 Audit Plan was reviewed.
- Habitat for Humanity - Search for a building site for a 2010/2011 housing project. MOTION # 2010-004 Motion by Councillor Landry that the correspondence received from Habitat for Humanity be forwarded to Wembley Developments for consideration. Carried
- Grande Prairie Regional Tourism - Rack Card Program. MOTION # 2010-005 Moved by Councillor Querin that the Town of Wembley participant in the Grande Prairie Regional Tourism Associations Rack Card Program at a cost of $325.00. Carried
DISCUSSIONS
- Applications for the Public Works position were reviewed.
IN CAMERA MOTION # 2010-006 Motion by Councillor Landry that the meeting go in camera. Carried.
MOTION # 2010-007 Motion by Councillor Trudel that the meeting come out of in camera. Carried.
A discussion was held regarding the temporary employee's works performance.
MOTION # 2010-008 Moved by Councillor Querin that Dennis Kaut be hired for the full time Public Works position with a six month probationary period and a starting wage of $20.00 per hour. Carried.
MOTION # 2010-009 Moved by Councillor Landry that Scott McGregor be offered a nine month term position with a six month probationary period and a starting wage of $20.00 per hour. Carried.
Transfer of funds was discussed. MOTION # 2010-010 Motion by Councillor Landry that $50,000.00 be transferred from the General Operating Reserve to the General Operating Account for the 2009 fiscal year. Carried.
- County of Grande Prairie - Service agreements for Peace Officer Services and Animal Control Services. MOTION # 2010-011 Moved by Councillor Trudel that the Deputy Mayor and CAO be authorized to sign the Peace Officer Services Agreement and the Animal Control Services Agreement as prepared by the County of Grande Prairie. Carried.
- A discussion was held on plan for the Wembley Volunteer Fire Departments 60th Anniversary and Grand Opening celebration that will be held on June 12, 2010. An estimated budget of $5,000.00 will be required.
- A discussion was held regarding missing supplies at the Community Hall. Replacement of items is required and a full inventory to be done. The Caretaker will be responsible to ensure an inventory check is performed after each major booking.
- Disposal of the Recycling Bins was discussed. The County of Grande Prairie has expressed an interest in these containers. A decision will be made upon completion of the Blue Bag Pilot Project.
- Entries for the Photo Contest were reviewed. Due to the lack of entries it was decided to extend the contest. MOTION # 2010-012 Moved by Councillor Landry that the Photo Contest entry deadline be extended to November 30, 2010. Carried.
- The CAO vacated the Council Chambers so that an evaluation on her performance could be completed. Council completed the evaluation and the CAO returned to the meeting. The CAO's performance was discussed and the evaluation was presented to the CAO.
WAGES Employee wages for 2010 were tabled to the next regular meeting. The CAO was request to prepare a salary grid and comparison for the next meeting.
IN CAMERA MOTION # 2010-013 Motion by Councillor Landry that the meeting go in camera. Carried.
MOTION # 2010-014 Motion by Councillor Trudel that the meeting come out of in camera. Carried. Employee performances were discussed.
DELEGATIONS At 8:00 p.m. - Public Works Foreman, David Wells, met with Council to review the public works applications for employment.
ROUND TABLE The following topics were discussed:
- The Library Board is preparing a Plan of Activities and Programs for the year and will be working with FCSS.
- The December 16th FCSS Advisory Board Meeting was successful.
- Deputy Fire Chief Derian Rosario has accepted a term position with the Town of Sexsmith as their Fire Chief.
- The Town of Wembley is the only municipality with a non paid Fire Chief.
- Councillor Holler advised that she is unable to attend the Wembley Agricultural Society meeting scheduled for January 12, 2010.
- The CAO advised that she has received a request from the Wembley Elementary School for a member of Council to participate in the reading program. The Council member is required to read their favorite book for one half hour on January 26th at 10:20 a.m.
ADJOURNMENT MOTION # 2010-015 Moved by Councillor Landry that the meeting be adjourned at 8:45 p.m. Carried.
