MINUTES OF THE REGULAR MEETING OF COUNCIL                                                                                                                                                                                         

of the Town of Wembley, in the Province of Alberta

CALL-TO-ORDER    Mayor Smith called the meeting to order at 7:00 p.m.

AGENDA                    MOTION # 2010-016
Councillor Landry moved that the agenda be adopted with the following additions; 12^th Annual Swan Festival sponsorship, FCSS Advisory Board member resignation and Chris Warkentin, MP, meetings with Constituents.  Carried.

MINUTES                  MOTION # 2010-017
Councillor Querin moved that the minutes of the Regular Meeting of January 11, 2010 be adopted as presented.  Carried.

ACCOUNTS PAYABLE  MOTION # 2010-018
Councillor Peterson moved that the accounts payable, as identified in Schedule "A", cheque #20091084 to cheque #20100013 totaling $28,028.98 be approved.  Carried.

TASK SHEET   The task sheet from the January 11, 2010 meeting was discussed. 
The CAO reported on tasks completed. 

     

REPORTS                  The following reports were reviewed and accepted as information:

• County Enforcement - December 2009
• County Council Highlights
• GPREP Draft Plan for 2010
• Grande Spirit Foundation - October 30, 2009

CORRESPONDENCE          

• Wembley FCSS Advisory Board request to purchase gift card. MOTION # 2010-019 Motion by Councillor Holler that a $100.00 gift card be purchased, from the FCSS Budget, and presented to Kathleen Turner, County of Grande Prairie FCSS Director, for her attendance to the January 20, 2010 Wembley FCSS Advisory Board meeting. Carried.
• Correspondence received from the Wembley Public Library requesting monetary support. MOTION # 2010-020 Moved by Councillor Peterson that the Wembley Public Library's request for an additional $2.00 per capita for the 2009 fiscal year be approved under the condition that the Wembley Public Library qualifies for the 2009 Provincial Operating Grant. Carried.
• Request for sponsorship was received from the Friends of Saskatoon Island. MOTION # 2010-021 Motion by Councillor Peterson that the Friends of Saskatoon Island request for sponsorship in the amount of $250.00 for the 12^th Annual Swan Festival be hereby approved. Carried.
• Letter of resignation from Lynda Miller from the FCSS Advisory Board was accepted with regret.
• A schedule of town hall meetings was received from Chris Warkentin, MP. Meetings will be held throughout the riding in preparation for the spring sitting of Parliament.

DISCUSSIONS

• Computer Usage Policy No. 145 was reviewed. MOTION # 2010-022 Motion by Councillor Peterson that Policy No. 145 being a Computer Usage Policy be hereby adopted and filed in the Policy and Procedure Manual. Carried.
• Alcohol and Substance Use Policy No. 146 was reviewed. MOTION # 2010-023 Motion by Councillor Landry that Policy No. 146 being a Alcohol and Substance Use Policy be adopted and filed in the Policy and Procedure Manual. Carried.
• Pictures of the Town Office sign were displayed for comment. CAO was instructed to obtain quotes for budgeting purposes.
• Family Day activities will be held on February 15, 2010. FCSS will be requested to assist in the preparations.
• The purchase of a new MCR Vehicle was discussed. MOTION # 2010-024 Moved by Councillor Trudel that the Wembley Volunteer Fire Department be authorized to proceed in obtaining tenders for a new MCR vehicle. Carried.

IN CAMERA              MOTION # 2010-025 Motion by Councillor Landry that the meeting go                                                in camera.  Carried.

MOTION # 2010-026 Motion by Councillor Trudel that the meeting come out of in camera.  Carried.

A discussion was held regarding employee wages for 2010. 

WAGES                 MOTION # 2010-027 Motion by Councillor Landry that no wage increases be allocated for the year 2010.  Carried.

DELEGATIONS         At 7:30 p.m. - Brian Brake met with Council and made a presentation on the Pipestone Creek Dinosaur Park Initiative.

ROUND TABLE        The following topics were discussed:

• Councillor Landry reported on the lack of information received from the Grant Specialist.
• The Wembley Volunteer Fire Department will be hosting a Lights and Siren Food Drive on March 25, 2010.
• Anticipated budget for the Wembley Volunteer Fire Department's 60^th Anniversary activities is $5000.00.
• The County of Grande Prairie will be replacing Engine No. 3 with a Tanker.
• A S200 Course was held at the Fire Hall.
• Public Works is doing a great job.
• Tourism Rack Cards have been ordered.
• CAO reported that she attended a Municipal Law course on January 18 and 19, 2010.
• Curbside Recycling is progressing well.
• Container on residential driveway may be encroaching on town property. Public Works to investigate.

ADJOURNMENT      MOTION # 2010-028 Moved by Councillor Landry that the meeting be adjourned at 10:05 p.m.  Carried.
