MINUTES OF THE REGULAR MEETING OF COUNCIL
of the Town of Wembley, in the Province of Alberta
held in the Wembley Municipal Office
this 26th day of January, 2009.


COUNCIL Mayor Owen Smith; Councillors: Halladay, Holler, Landry, Peterson, Querin and Trudel.

CALL-TO-ORDER Mayor Owen Smith called the meeting to order at 7:00 p.m.

AGENDA MOTION # 2009-014
Councillor Landry moved that the agenda be adopted with the addition of FCM correspondence and the deletion of FCSS as a delegation. Carried.

MINUTES MOTION # 2009-015
Councillor Querin moved that the minutes of the Regular Meeting of January 12, 2009 be adopted as submitted. Carried.

MONTHLY MOTION # 2009-016
STATEMENT Councillor Trudel moved that the monthly statement for the month of
December 2008 be adopted as presented. Carried.

ACCOUNTS MOTION # 2009-017
PAYABLE Councillor Halladay moved that the accounts payable cheque #001 to cheque #030 totalling $68,703.99 be approved. Carried.


TASK SHEET The task sheet from the January 12, 2009 meeting was discussed.
• The CAO reported on the items completed.


REPORTS The following reports were reviewed and accepted as information:
• County Council Highlights - CAO was instructed to forward a letter of congratulations to the recipient of the 2009 County Farm Family of the Year.

CORRESPONDENCE
• Municipal Safety News - Information
• Beairstro Lehners Ketchum - Wembley Industrial Park Subdivision time extension request. MOTION # 2009-018 Motion by Councillor Querin that a time extension be granted for the Wembley Industrial Park Subdivision as follows:
File # Sub-06-04(11983) from March 17, 2009 to March 17, 2010;
File # Sub-06-04(11983) from September 26, 2008 to September 26, 2009 and
File # Sub-06-04A (11983) from September 26, 2008 to September 26, 2009. Carried.
• Advertising request for The Gazette was received from the Alberta Fire Chiefs Association. MOTION # 2009-019 Moved by Councillor Peterson that a Business Card advertisement be placed in The Gazette. Carried.
• Letter received from the County of Grande Prairie to determine if the Town is interested in submitting a joint proposal as a region to host the 2012 Alberta Winter Games. MOTION # 2009-020 Moved by Councillor Halladay that the CAO advise the County of Grande Prairie that the Town is interested in submitting a joint regional proposal to host the 2012 Alberta Winter Games. Carried.
• 2009 Road improvement costs were received from Focus.
• Correspondence received from FCM regarding the need for a new, short-term federal funding program to fight the recession.

DISCUSSIONS
• The CAO advised that Charolette Majoros has been hired to fill the vacant Janitor position for the Fire and Community Hall.
• Requests for appoint to the FCSS Advisory Board were reviewed. MOTION # 2009-021 Moved by Councillor Landry that Lynda Miller, Amy Vokey and Jody Peterson be appointed to the FCSS Advisory Board. Carried.
• Requests for appointment to the Disaster Social Services Community Committee were reviewed. MOTION # 2009-022 Moved by Councillor Halladay that Terry Pope, Brenda Pope and Sharon Gagnon be appointed to the Disaster Social Services Community Committee. Carried.
• County of Grande Prairie Assessment Services Contract was discussed. MOTION # 2009-023 Motion by Councillor Querin that the Mayor and CAO be authorized to sign the Assessment Services Contract on behalf of the Town of Wembley. Carried.
• County Enforcement Services had advised that they could now provide additional service hours for the Town of Wembley. MOTION # 2009-024 Motion by Councillor Querin that the CAO advise Country Enforcement that the Town is interested in obtain ten (10) additional service hours per month for enforcement of the Towns by-laws. Carried.
• Quotes for the purchase of office computers were reviewed. MOTION # 2009-025 Moved by Councillor Peterson that the quote received from Fusion Business Solutions Inc., in the amount of $9,016.86 plus GST be accepted. Carried.
• Information was received regarding Highway 43X/43 interchange.
• A discussion was held regarding the Canada-Alberta Building Canada Fund. The CAO reported on the project eligibility requirements. MOTION #2009-026 Motion by Councillor Landry Whereas the Council of the Town of Wembley intends to submit an application to the Canada-Alberta Building Canada Fund for the development of a well and water treatment plant;
And Whereas the Council of the Town of Wembley are in agreement with the terms and conditions of the Canada-Alberta Building Canada Fund;
And Whereas the Council of the Town of Wembley will conduct an open tendering process and manage the construction of the project;
And Whereas the Town of Wembley will fund the one third share of the total construction costs and fund ongoing operations and maintenance related to this project;
And Whereas the Town of Wembley will follow any mitigation measures as required by the Canadian Environmental Assessment Act for this project;
Now Therefore Be It Resolved that an application for the development of a well and water treatment under the Canada-Alberta Building Canada Fund - Communities Component be submitted for approval. Carried.
• Eligible projects for the Municipal Infrastructure Grant were discussed. CAO was instructed to submit an application for the 2009 road improvements and fire hall addition.
• Requesting the County of Grande Prairie's financial assistance for the fire hall addition was discussed. MOTION # 2009-027 Motion by Councillor Holler that the CAO write to the County of Grande Prairie requesting their consideration for financial assistance for the fire hall addition. Carried.

DELEGATIONS At 8:00 p.m. Ryan Koehli and Simon Lafromboise met with Council to discuss the progress of the Rec-Plex upgrade.

ROUND TABLE The following topics were discussed:
• Councillor Trudel advised that she has received an invitation from Palaeontological Society which she will forwarding to the office.
• Grande Opening of the Wembley Public Library will be held on Saturday, February 21, 2009, starting at 12:00 noon.
• Family Day activities will be held on February 16, 2009, from 12:00 noon to 4:00 p.m.
• Meeting with the County of Grande Prairie was good.
• Streets have become very narrow due to the amount of snow. Public Works Department to be advised to push snow back with the loader.
• A youth will being doing fifty hours of community services for the Town.
• School Bus is parking on the street on 93 Avenue which is obstructing traffic. CAO to contact Peace Wapiti School Division.
• Councillor Holler will be attending an upcoming Tourism Meeting.
• Councillor Holler apologized for not attending the joint meeting with the County of Grande Prairie.
• It was suggested that infrastructure plans should be done in advance so that the Town would be ready to apply for grants when they become available.
• Mayor Smith will be meeting with Chris Andersen regarding a willow tree plantation.
