MINUTES OF THE REGULAR MEETING OF COUNCIL
of the Town of Wembley, in the Province of Alberta
held in the Wembley Municipal Office

CALL-TO-ORDER Mayor Owen Smith called the meeting to order at 7:00 p.m.
AGENDA MOTION # 2009-136
Councillor Trudel moved that the agenda be adopted with the addition of County of Grande Prairie subdivision application and a discussion on the Fire Hall . Carried.
MINUTES MOTION # 2009-137
Councillor Landry moved that the minutes of the Regular Meeting of May 25, 2009 be adopted as presented. Carried.
MONTHLY STATEMENT MOTION # 2009-138 Councillor Querin moved that the Monthly Statement and the Revenue and Expense Statement for the month of May 2009 be adopted as presented. Carried.
ACCOUNTS PAYABLE MOTION # 2009-139 Councillor Peterson moved that the accounts payable cheque #346 to cheque #392 totaling $55,487.952 be approved. Carried.
TASK SHEET The task sheet from the May 25, 2009 meeting was discussed.
- The CAO reported on the items completed.
BY-LAW 654 MOTION # 2009- 140 Moved by Councillor Landry that By-Law 654 being a By-Law to amend By-Law No. 650 of the Town of Wembley be read a first time this meeting. Carried.
MOTION # 2009- 141 Moved by Councillor Holler that By-Law No. 654 receive second reading. Carried.
MOTION # 2009- 142 Moved by Councillor Querin that all three readings of By-Law 654 be given at this meeting. Carried.
MOTION # 2009-143 Moved by Councillor Peterson that By-Law No. 654 receive third and final reading. Carried.
REPORTS The following reports were reviewed and accepted as information:
- Public Works - June 3, 2009. Community Hall ramp and line painting at the Tennis Courts to be completed by the Public Works Department. Repair costs for well three intake to be obtained. Congratulations were extended to David Wells for obtaining his GED.

- Library Board Budget 2009 MOTION # 2009-144 Motion by Councillor Peterson the Town of Wembley Municipal Library Board 2008 Statement of Receipts and Disbursements and the 2009 Operating Budget be approved as submitted. Carried.
- County Enforcement - May 2009
- FCSS minutes of June 4, 2009 MOTION # 2009-145 Moved by Councillor Peterson that the FCSS 2009 Summer Fun Program hire Angelina Morris as the Coordinator at a rate of $15.00 per hour from July 6, 2009 to August 13, 2009. Carried.
CORRESPONDENCE
- Travel Alberta - Best of Buzz
- Letter received from Alberta Municipal Affairs advising that the Wembley Library Board is eligible for a library operating grant of $16,200.00.
- Peace Library System request for support for Bill C-322. This bill is to protect the library book rate currently available through Canada Post. MOTION # 2009-146 Motion by Councillor Holler that the Town of Wembley forward a letter of support for Bill C-322. Carried.
- Request to use the rodeo grounds to host a demolition derby on September 12, 2009 was received. MOTION # 2009-146 Motion by Councillor Trudel that permission be granted to Mark Nykiforuk to host a demolition derby on September 12, 2009 under the following conditions;
- 1. That a lease agreement be entered into
- 2. That proper insurance be obtained
- 3. That an accredited Fire and Medical Service Department be requested to be on scene and that a letter stating same will be received from the Fire and Medical Service Department prior to August 15, 2009.
- 4. That the event includes community partnership.
A recorded vote was request.

- County of Grande Prairie application to rezone and subdivided Pt. SE-16-71-8-W6M., was received for comment. MOTION # 2009-147 Motion by Councillor Landry that the Town of Wembley has no objections to the rezoning and subdivision of Pt. SE-16-71-8-W6M. Carried.
DISCUSSIONS
- A discussion was held on overhead power lines servicing Lot 1, Plan 0623131, being Pt. of NW-252-71-8-W6M. MOTION # 2009-148 Motion by Councillor Trudel that a letter be forwarded to the property owner advising that should he choose to consider electrical services in the future a letter of request to change the North Area Outline Plans utility requirements be forwarded for consideration. Carried.
- Letters requesting cancellation of tax penalties were discussed and will not be granted.
- A Field Inspection report was received from Entegrys Engineering Ltd., for the Wembley Fire Hall expansion. It was noted that when the backfill was moved away from the back of the original building water damage to the south and west walls was discovered. MOTION # 2009-149 Moved by Councillor Holler that the repairs to the south and west walls of the original Fire Hall Building be approved and included in the contract. Carried.
- The CAO was instructed to obtain permission from Telus Communication approving the removal of their fence and also allowing construction equipment and personnel access to the property during the construction of the Fire Hall addition.
DELEGATIONS At 8:30 p.m. Ryan Koehli and Brenda Campbell met with Council to discuss financing and the renovations to the Rec-Plex . The Land Lease agreement was reviewed. MOTION # 2009-150 Motion by Councillor Peterson that upon investigation of the Municipal Government Act regarding loan guarantees that the Town of Wembley will support the Wembley and District Agricultural Society's request for the town to guarantee a loan for the renovations to the Rec- Plex up to a maximum of $350,000.00. Carried.
ROUND TABLE The following topics were discussed:
- Councillor Holler advised on the events planned for the 100th Anniversary.
- Pictures for the County of Grande Prairie's parade float were presented.
- Welcome sign on the corner of 97 Avenue and 100 Street will be removed and replaced with bird houses and flowers.
- Youth started a fire on the alley of 93 Avenue.
- Picnic Tables for Sunset Lake Park are required.
- County Enforcement to be notified of a trailer parking on 96 Avenue.
- Councillor Trudel advised that she will be unable to attend the next regular Council Meeting.
- Joint Municipal meeting in Sexsmith was eventful.
- Willow Plantation feasibility study was discussed and may be considered in the future.
- The CAO advised that she will be taking afternoons off during the week of June 8th to June 12, 2009.
- Bill 49 Municipal Government Amendment Act. No. 2, 2009 will extend the good faith protection provided to firefighters, municipalities and fire departments thus protecting them from liability.
- Parade banners for the trailer will be purchased.
- Mayor Smith advised on the Minister of Health's announcement regarding hospital repairs and construction.
- Ingress and egress at Evergreen Park was discussed. MOTION # 2009-151 Motion by Councillor Landry that the CAO write a letter to the local MLA's advising the towns support in the County of Grande Prairies efforts to obtain an additional access at Evergreen Park. Carried.
