MINUTES OF THE REGULAR MEETING OF COUNCIL
of the Town of Wembley, in the Province of Alberta
held in the Wembley Municipal Office
this 23rd day of November, 2009.
COUNCIL Mayor Smith; Councillors: Holler, Landry, Peterson, Querin and Trudel.

CALL-TO-ORDER Mayor Smith called the meeting to order at 7:00 p.m.
AGENDA MOTION # 2009-259 Councillor Trudel moved that the agenda be adopted with the additions of correspondence received from Atco Electric and the FCSS program. Carried.
MINUTES MOTION # 2009-260 Councillor Querin moved that the minutes of the Regular Meeting of November 9, 2009 be adopted as presented. Carried.
ACCOUNTS PAYABLE MOTION # 2009-261 Councillor Peterson moved that the accounts payable, as identified in Schedule "A", cheque #870 to cheque #931 totaling $302,576.74 be approved. Carried.
TASK SHEET The task sheet from the November 9, 2009 meeting was discussed. The CAO reported on tasks completed.
REPORTS The following reports were reviewed and accepted as information:

- Public Works Meeting - November 12, 2009
- County Council Highlights
CORRESPONDENCE
- Grande Prairie 2010 Arctic Winter Games - Invitation extended to the Town to become involved in the Arctic Winter Games being held on March 6 to March 13, 2009.
- County of Grande Prairie - Orthophoto Project will be considered during the 2010 budget deliberations.
DISCUSSIONS
- 2010 Recycle Plus contract was reviewed and tabled. CAO was instructed to contact the Towns of Beaverlodge and Sexsmith to obtain their position on the increase of fees charged for the collection of recyclables.
- Snow removal for the business section of town was discussed. Snow will be piled and removed once the rest of the town's snow removal is completed.
- A Christmas Light-Up Contest will be held and judging will take place the week of December 14 to December 18, 2009.
- Fence repairs adjacent to the Rec-Plex were discussed. A quote has been received from Breton Fence Ltd., in the amount of $2,851.28 which will be included in the 2010 budget.
- Correspondence was received from Atco Electric regarding the costs incurred in the relocation of the electrical pole on 101 Avenue. The work was completed in February 2008 and the actual costs were $19,546.00 above the original estimate. The CAO was instructed to advise Atco Electric that due to the time frame and insufficient estimate that the Town is not responsible for payment.
- The FCSS program was discussed. It was suggested that a separate FCSS meeting be called to review the FCSS mandate/policies and that a request be extended to County of Grande Prairie FCSS Director, Kathleen Turner, for her assistance. The CAO was instructed to discuss this issue with the Towns FCSS Coordinator, Pam Decker.
DELEGATIONS
At 7:30 p.m. - Brenda Smith and Darren Stubbs of Recycle Plus met with Council to discuss the 2010 Recycling Agreement.
ROUND TABLE The following topics were discussed:
- County Enforcement to be contacted regarding snowmobilers using town streets.
- Councillor Holler advised on her attendance to the Wembley & District Agricultural Society's AGM held on November 16, 2009 and also the Regional Tourism AGM and Sparkling Awards Evening that was held on November 19, 2009.
- Street lighting on 97 Street adjacent to the school had been viewed by members of the Council.
- The CAO reported on the Sustainability Community meeting that was held on November 18, 2009.
ADJOURNMENT MOTION # 2009-262 Moved by Councillor Trudel that the meeting be adjourned at 10:10 p.m. Carried.
