CALL-TO-ORDER    Deputy Mayor Holler called the meeting to order at 7:00 p.m.

AGENDA                    MOTION # 2009-223
Councillor Trudel moved that the agenda be adopted with the addition of a request for approval to open a liquor store.  Carried.

MINUTES                   MOTION # 2009-224
Councillor Querin moved that the minutes of the Organizational Meeting of September 28, 2009 be adopted as presented. Carried.

MOTION # 2009-225
Councillor Trudel moved that the minutes of the Regular Meeting of September 28, 2009 be adopted as presented.  Carried.

ACCOUNTS  PAYABLE             MOTION # 2009-226
Councillor Peterson  moved that the accounts payable, as identified in Schedule "A", cheque #740 to cheque #781 totaling $89,691.30 be approved.  Carried.

MONTHLY STATEMENT             MOTION # 2009-227
Councillor Querin moved that the Monthly Statement and the Revenue and Expense Statement for the month of September 2009 be adopted as presented.  Carried.

                 

TASK SHEET    The task sheet from the September 28, 2009 meeting was discussed.The CAO reported on tasks completed.

Brenda Smith from Recycling Plus, has requested to appear as a delegation at the November 23, 2009 Council Meeting due to a conflict in her schedule.

REPORTS                  The following reports were reviewed and accepted as information:

  • Public Works Committee - October 8, 2009. A discussion was held on the purchase of a backhoe in 2010. MOTION # 2009-228 Moved by Councillor Querin that a grant application be completed for the purchase of a backhoe in 2010. Carried.
  • County Council Highlights- Letter of congratulations to be forwarded to the Reeve and Deputy Reeve on their reappointment.
  • Wembley Volunteer Fire Department - September 3, 2009
  • County Enforcement - September 2009
  • Peace Library System - September 19, 2009

CORRESPONDENCE          

  • County of Grande Prairie - News Releases
  • GPREP - Preparations for Flu Season
  • Enmax - Request for support in reaffirming the role of the Alberta Utilities Commission in determining the need for transmission lines was tabled to the next regular meeting.
  • NADC Communique - September 30, 2009
  • Alberta Municipal Affairs - Safety Codes Act Consultation. CAO to complete survey.

DISCUSSIONS

  • G&M Plumbing & Heating quote for the Reservoir inlet line replacement was reviewed. MOTION # 2009-229 Moved by Councillor Querin that G&M Plumbing & Heating's quote in the amount of $10,535.00 for the Reservoir inlet line replacement be approved. Carried.
  • Lease Agreement between the Town of Wembley and Peace Wapiti School Division No.76 for the Wembley Child Development Centre was reviewed. MOTION #2009-230 Moved by Councillor Peterson that the Lease Agreement for the Wembley Child Development Centre be approved and that the Mayor and CAO be authorized to sign the agreement on behalf of the Town of Wembley. Carried.
  • Operators Agreement between the Town of Wembley and Stepping Stones Day Care Society was reviewed. MOTION #2009-231 Motion by Councillor Trudel that the Operators Agreement for the Wembley Child Development Centre be approved and that the Mayor and CAO be authorized to sign the agreement on behalf of the Town of Wembley. Carried.
  • Wembley Sustainability Committee - Resignation received from Todd DeHaan as a member of the committee and a request to become a member of the board was received from Lionel Jones. MOTION # 2009-232 Moved by Councillor Querin that we accept Todd DeHaan's resignation as a member of the Wembley Sustainability Committee and that Lionel Jones be appointed a member of the Wembley Sustainability Committee. Carried.
  • Parking in the alley adjacent to 93 Avenue was discussed. MOTION #2009-233 Moved by Councillor Trudel that in accordance to the Town of Wembley Traffic By-law No. 651, Section 12 (a) states no person shall park in any alley;

               and whereas the alley adjacent to 93 Avenue is not exempt;

Therefore be it resolved that anyone contravening the provision of By-law 651 Section 12(a) is guilty of an offence.  Carried.

  • Wembley Communities in Bloom are planning a Remembrance Day Program for November 11, 2009. A detailed program will be forwarded once compiled.
  • Request to open a liquor store from Mark Moncrieff was received. MOTION # 2009-234 Moved by Councillor Peterson that the Council of the Town of Wembley has no objections to a liquor store being located at 10011 - 100 Street as this area is zoned as a Commercial District which therefore permits the establishment of retail commercial development.
  • Letter received from Alberta Transportation advising that they are implementing the TRAVIS system province wide next summer. The Town of Wembley is in the pilot area and Alberta Transportation would like to include the town into this system. MOTION #2009-235 Moved by Councillor Peterson that the Town of Wembley participate in Alberta Transportation's TRAVIS system and will assist in identifying and adding business rules and roadway data into the system. Carried

ROUND TABLE        The following topics were discussed:

  • Complaint noted regarding Wapiti Gravel loader operator.
  • Fire Department Christmas Party is scheduled for December 19, 2009 at the Fire Hall. Town council and staff are invited to attend.
  • The CAO reported on the LGAA meeting that she attended in Woking, AB.

ADJOURNMENT      MOTION # 2009-236 Moved by Councillor Trudel that the meeting be adjourned at 8:05 p.m.  Carried.
