CALL-TO-ORDER Mayor Turnmire called the meeting to order at 7:10 p.m.
AGENDA MOTION # 2012-0170
Councillor Pope moved that the agenda be adopted as presented. Carried
MINUTES MOTION # 2012-0171
Councillor Moncrieff moved that the minutes of the Regular Meeting held on September 24, 2012 be adopted as presented. Carried
ACCOUNTS PAYABLE MOTION # 2012-0172
Councillor Querin moved that the accounts payable, as identified in Schedule “A”, cheque # 0771 to cheque # 0830 totaling $303,221.19 be ratified. Carried
MONTHLY STATEMENT MOTION # 2012-0173
Moved by Councillor Bruyere that the Monthly Statement and the Revenue and Expense Statement for the month of September 2012 be approved. Carried.

CORRESPONDENCE
- County Council Highlights dated September 24, 2012.
- Wembley and District Agricultural Society 6th Annual Wonderland of Trees is being held between November 29 – December 1, 2012. MOTION #2012-0174 Moved by Councillor Querin that the Town of Wembley donate $500.00 to offset event expenses. Carried.
- Seniors’ Fall Prevention Month – Proclamation. MOTION #2012-0175 Motion by Councillor Moncrieff that Mayor Turnmire Proclaim November 2012 to be Senior’s Falls Prevention Month in Wembley.
- Notification was received from the Mackenzie Municipal Services Agency advising of an upcoming Subdivision and Development Appeal Board Process seminar which is being held in Peace River on November 7, 2012. MOTION #2012-0176 Moved by Councillor Querin that Councillor Moncrieff be authorized to attend the Mackenzie Municipal Services Agency Subdivision and Development Appeal Board Process seminar in Peace River. Carried.
- Information was received from Encana Natural Gas regarding the proposed Pipestone extender pipeline. MOTION #2012-0177 Motion by Councillor Bruyere that the Encana Natural Gas Proposed Pipestone extender pipeline correspondence be accepted as information.
- Ice Breaker invitation was received from the Chamber of Commerce which will be held on October 24, 2012 at Centre 2000.
DELEGATION At 7:30 p.m., Public Works Foreman, David Wells, met with Council to discuss infrastructure services to the museum site and engineering services for the town .
MOTION # 2012-0178 Moved by Councillor Pope that Helix Engineering be contracted to perform the engineering duties for the 2013 Street Improvements. Carried
DISCUSSIONS
- Grande Spirit Foundation Harvest Dinner Table Sponsorship was discussed. MOTION #2012-0179 Motion by Councillor Querin that four tickets for the Grande Spirit Foundation Harvest Dinner be approved for purchase for council members that are interested in attending. Carried.
- GPREP unmanned vehicle project motion request was discussed. MOTION #2012-0180 Moved by Councillor Moncrieff Be it Resolved That the Town of Wembley authorizes the City of Grande Prairie to participate in an application for the IVUS-Integrating Unmanned Vehicle Systems into Alberta Emergency Management project, submitted by the City of Grande Prairie under the Regional Collaboration component of the Regional Collaboration Program and;
That the Town of Wembley, a participant, agrees to abide by the terms of the Condition Grant Agreement, governing the purpose and use of the grant funds. Carried
- Motions for the South Peace Water Feasibility Study were discussed.
MOTION #2012-0181 Moved by Councillor Bruyere That the Council of the Town of Wembley supports the County of Grande Prairie No. 1 as the managing partner for an application for funding of an update to the August 2008 – “South Peace Regional Water-Feasibility Study” with priority within this study to investigate the option of the Ksituan River as a raw water source to serve the immediate needs of the Central Peace Region and additional focus on the Peace River as a long-term regional raw water source for the South Peace Region. Carried
MOTION #2012-0182 Moved by Councillor Moncrieff That the Council of the Town of Wembley supports the County of Grande Prairie No. 1 in an application to Alberta Transportation, under the AMWWP-Regional Water and Wastewater Partnership initiative to provide grant funding for undertaking of an update to the August 2008, “South Peace Regional Water-Feasibility Study”. Terms of reference for purposes of engaging an engineering consultant to undertake this study to be approved Alberta Transportation and Alberta Environment and Sustainable Resource Development. Carried
- Grant funding for a Feasibility Study for regional potable water was discussed. MOTION # 2012-0183 Motion by Councillor Bruyere that the Town of Wembley make an application to Alberta Transportation, under their AMWWP-Regional Water and Wastewater Partnership Initiative to provide grant funding for a Wembley and Area Regional Potable Water Feasibility Study and;
That terms of reference for the purpose of engaging an engineering consultant to undertake this study to be approved by Alberta Transportation. Carried
- Ideas for the Town 2012 Christmas Party were discussed. The Christmas Party will be held on December 15, 2012 at the Ovations Dinner Theatre.
ROUND TABLE The following topics were discussed:
- Recycling calendars for 2013 will be ordered.
- Sorkenville Tour to be postponed until the spring.
- A bursary in memory of Ron Clarke is being set up by the Fire Department.
- AUMA Conventions and Trade Show was very good.
- Wembley Developments is considering hosting a town contest to name the new subdivisions. The Town could assist by advertising in the utility bill and on the website.
- Mayor Turnmire reminded the council members that attended the AUMA Convention that a written report is a requirement of attendance.
- The Premiere and seven MLA’s were in attendance at the AUMA Convention.
- The message from the provincial government was that they would not be balancing the budget on the backs of the municipalities.
- October 2013 municipal election will be for a four year term.
- The review of the Municipal Government Act will be under review for the next three years.
