held in the Wembley Municipal Office

CALL-TO-ORDER Mayor Owen Smith called the meeting to order at 7:00 p.m.
AGENDA MOTION # 2009-191
Councillor Landry moved that the agenda be adopted with the addition of the County of Grande Prairie's letter of support for Community Futures. Carried.
MINUTES MOTION # 2009-192
Councillor Querin moved that the minutes of the Regular Meeting of August 10, 2009 be adopted as presented. Carried.
ACCOUNTS PAYABLE MOTION # 2009-193
Councillor Peterson moved that the accounts payable, as identified in Schedule "A", cheque #580 to cheque #689 totaling $402,342.13 be approved. Carried.
MONTHLY STATEMENT MOTION # 2009-194
Councillor Trudel moved that the Monthly Statement and the Revenue and Expense Statement for the month of August 2009 be adopted as presented. Carried.
TASK SHEET The task sheet from the August 10, 2009 meeting was discussed.
REPORTS The following reports were reviewed and accepted as information:
- County Council Highlights
- Public Works - September 2, 2009. Items from the Public Works meeting that were referred to Council were discussed:
- Ø Snow removal - Wembley Child Development Centre will be done after major streets have been cleared and snow removal for the Rec-Plex will be done after all of the towns streets have been cleared.
- Ø Restructuring and shaping alleys will be done as time permits each year.
- Wembley Volunteer Fire Department - Minutes of July 2, 2009, meeting.
- S.P.C.A. - July 2009
- Grande Prairie Regional Emergency Partnership - July 2009
- County Enforcement - August 2009
- Intermunicipal Meeting - Minutes of May 27, 2009 meeting.
CORRESPONDENCE
- Travel Alberta - Best of Buzz
- Notification of the 2009 President's Ball was received from the Grande Prairie Regional College. This event will be held on October 24, 2009.
- FCSS News - Fall 2009
- County of Grande Prairie News Releases.
- Notification that the next Intermunicipal Meeting will be held in Beaverlodge on September 15, 2009. Additions to the agenda to be forwarded prior to the meeting.
- Notification of the appointment of Derian Rosario as Deputy Fire Chief was received from the Wembley Volunteer Fire Department.
MOTION # 2009-195 Motion by Councillor Peterson that the appointment of Derian Rosario as Deputy Fire Chief is hereby ratified. Carried. CAO was instructed to forward a letter of congratulations to Derian.
- County of Grande Prairie subdivision application for NE 34-70-8-W6M was received for comment. MOTION # 2009-196 Moved by Councillor Peterson that no objections to the proposed subdivision be noted. Carried.
- A subdivision time extension request was received from Beairsto Lehners Ketchum. MOTION # 2009-197 Moved by Councillor Holler that a subdivision time extension of one year be granted to Chris Andersen regarding subdivision file numbers Sub-06-04, Sub-06-4A and Sub-06-04B. Carried.
- Letter of support for the Community Futures Program was requested to be sent to the Hon. Lynne Yelich, Minister of State (Western Economic Diversification).
DISCUSSIONS
- R.C.M.P. Administrative Support Memorandum of Understanding was reviewed. MOTION # 2009-198 Motion by Councillor Querin that the Mayor be authorized to sign the R.C.M.P. Administrative Support Memorandum of Understanding on behalf of the Town of Wembley. Carried.
- Letter of complaint regarding the drainage ditch located behind 94th Street was read and discussed. CAO was requested to forward letter to ratepayer.
- The Project Information Sheet regarding Highway 43 Interchanges Functional Planning Study was discussed. CAO to request a meeting with McElhanney Consulting Services Ltd., to discuss concerns that the interchange may affect the town's ingress and egress.
- Request for approval from Atco Electric to move electrical lines was discussed. MOTION # 2009-199 Moved by Councillor Landry that approval be granted to Atco Electric, being file number D23739, to relocate electrical lines located adjacent to the Rec-Plex be hereby granted. Carried.
- Article 6 Recruitment and Selection of the Policy Procedure Manual was discussed. MOTION # 2009-200 Motion by Councillor Querin that Article 6 Recruitment and Selection be approved as amended. Carried.
- Attendance at the AUMA Convention was discussed. MOTION # 2009-201 Moved by Councillor Landry that the CAO, Lori Parker, and Councillor Cindy Trudel be authorized to attend the AUMA Convention in Calgary. Carried.
- Municipal Sponsorship Grant Program was discussed. MOTION #2009-202 Moved by Councillor Peterson that the Town of Wembley submit a joint application with the County of Grande Prairie No. 1 for a Inter Municipal, Municipal Sponsorship Grant for the addition and renovation of the Wembley Fire Hall. Carried.
- Wembley Child Development Centre lease agreement with Peace Wapiti School Division was discussed. A meeting will be scheduled to discuss the agreement.
DELEGATIONS At 7:30 p.m. Cheryl King, Regional Grant Specialist, met with Council to discuss her duties associated with this position.
At 7:45 Mike Fredrickson and Randy Glen of Focus Engineering appeared before Council to discuss the towns engineering concerns.
At 8:50 p.m. Deputy Chief, Derian Rosario, of the Wembley Volunteer Fire Department presented a Business Proposal for Councils consideration. Congratulations were extended to Derian for his appointment as Deputy Fire Chief.
ROUND TABLE The following topics were discussed:
- The Wembley Volunteer Fire Department is in the process of developing a website. 2010 marks the 60th anniversary for the fire department - activities will be planned. Tickets are now on sale for the annual Fireman's New Year's Eve Ball.
- The Wembley Public Library was the winner of $10,000.00 from a Kraft Canada contest.
- Water heater at the fire hall needs to be replaced. Councillor Querin will obtain prices.
- Demolition Derby was well attended.
ADJOURNMENT MOTION # 2009-203 Moved by Councillor Peterson that the meeting be adjourned at 10:20 p.m. Carried.
