MINUTES OF THE REGULAR MEETING OF COUNCIL
of the Town of Wembley, in the Province of Alberta
held in the Wembley Municipal Office
this 28th day of September, 2009.
COUNCIL Mayor Owen Smith; Councillors: Halladay, Holler, Landry, Querin and Trudel. Councillor Peterson arrived at the meeting at 7:20 p.m.
OTHERS PRESENT Lori Parker - CAO
CALL-TO-ORDER Mayor Owen Smith called the meeting to order at 7:00 p.m.
AGENDA MOTION # 2009-210
Councillor Trudel moved that the agenda be adopted with the addition of a discussion on culvert repairs, quote for the reservoir/fire hall fence and a quote from Fusion Business Solutions for the installation of internet services for the Public Works Shop and the Fire Hall. Carried.
MINUTES MOTION # 2009-211
Councillor Querin moved that the minutes of the Regular Meeting of September 14, 2009 be adopted as presented. Carried.
ACCOUNTS PAYABLE MOTION # 2009-212
Councillor Landry moved that the accounts payable, as identified in Schedule "A", cheque #690 to cheque #739 totaling $122,514.14 be approved. Carried.
TASK SHEET The task sheet from the September 14, 2009 meeting was discussed.
- A meeting with Murray Lobert, McElhanney Consulting Services Ltd., has been schedule for October 15, 2009 at the Town Office. Mayor Smith and CAO Parker will be in attendance.
REPORTS The following reports were reviewed and accepted as information:
- County Council Highlights - MOTION # 2009-213 Moved by Councillor Trudel that the Town of Wembley donate $250.00 to the Northern Spirit Light Show in support of the Christmas light displays at Evergreen Park being held from November 25th to December 23, 2009. Carried.
- S.P.C.A. - August 2009
- Grande Spirit Foundation - Management Committee minutes of meeting held on August 28, 2009.
CORRESPONDENCE
- County of Grande Prairie - 2012 Summer Games. Due to limited interest the County has determined that the request to host the 2012 Summer Games will not be pursued.
- NADC - Growing the North a Community Economic Development Conference will be held at the Evergreen Park in Grande Prairie on January 21 and 22, 2010. Organizing partners are seeking financial support for this event. The Town of Wembley will not be contributing.
- Grande Spirit Foundation - Letter of Support Request. MOTION # 2009-214 Moved by Councillor Landry that the municipality of the Town of Wembley agrees with the borrowing and to provide financial support (based on Equalized Assessment) for any future operating deficits, if needed, including any deficits resulting from the borrowing for the construction of the 16 new units at Wild Rose Villa in Grande Prairie, Alberta. Carried.
DISCUSSIONS
- Recycle Plus - Recycling Agreement was reviewed. MOTION # 2009-215 Moved by Councillor Querin that a letter be forwarded to Recycling Plus requesting their attendance at a council meeting to discuss the increase in the cost of service. Carried.
- Library Funding to access Provincial grants was discussed. No changes will be made to the current budget.
- Wembley Community Hall rental rates were reviewed. MOTION # 2009-216 Motion by Councillor Halladay that the Wembley Community Hall rental rates be accepted as identified in Schedule "A". Carried.
- Request from individuals and/or organizations for their notices/advertising to be inserted in the water bill mailing was discussed. MOTION # 2009-217 Moved by Councillor Querin that organizations/groups/business that request newsletters/advertising to be included with the water billing shall be charged as follows:
Non-Profit Organizations - $25.00
Businesses - $50.00. Carried.
- Local Government Administrators Meeting will be held in Woking, AB., on October 2, 2009. MOTION # 200-218 Moved by Councillor Landry that the CAO be authorized to attend the Local Government Administrators Meeting. Carried.
- Land Lease Agreement for the Wembley Agricultural Society was reviewed. MOTION # 2009-219 Moved by Councillor Holler that Mayor Owen Smith be authorized to sign the Land Lease Agreement between the Wembley Agricultural Society and the Town of Wembley. Carried.
- The CAO presented Council with information on the procedures for invoicing fire departments responses to Motor Vehicle Collisions. MOTION # 2009-220 Motion by Councillor Landry that the CAO pursue this initiative for implementation. Carried.
- Quote received from Northwest Fence Ltd. MOTION # 2009-221 Moved by Councillor Peterson that the quote in the amount of $8,398.00 from Northwest Fence Ltd., for the installation of a fence for the Reservoir/Fire Department be approved. Carried.
- Culvert repairs at the Shell Station were discussed. Public Works to be instructed to dress with gravel.
- Quote received from Fusion Business Solutions Inc., for the installation of internet services for the Public Works Shop and the Fire Hall. Councillor Landry will investigate internet options.
DELEGATIONS At 7:30 p.m., Shirley Cunningham and Kay Rawlyk, Friends of the Beaverlodge Hospital, met with Council to obtain support from the town.
At 8:00 p.m., Sgt. Bob Finley met with Council to present the R.C.M.P. Quarterly Report.
ROUND TABLE The following topics were discussed:
- Tickets are now on sale for the Firemen's New Years Eve Ball.
- Fire Department website is being developed.
- Wembley Developments plans for additional housing construction this year.
- An Ad Hoc Committee meeting with Peace Wapiti School Division will be held on September 30th to discuss the lease agreement.
- CAO attended the County of Grande Prairie's open house and retirement party for Diane Nellis on September 25th.
- The Grande Prairie Regional Tourism Association is hosting a Halloween party on October 31, 2009 at Egans Restaurant. Tickets can be obtained from Councillor Holler.
- Investigation progress into the road failure on 99 Avenue to be obtained from Focus.
ADJOURNMENT MOTION # 2009-222 Moved by Councillor Landry that the meeting
