Mayor Turnmire called the meeting to order at 6:59 p.m.

MOTION # 2015-0234
Moved by Councillor Jones that the agenda be adopted with the addition of 10.4 – Dino Town. CARRIED UNANIMOUSLY


MOTION # 2015-0235
3.1 Moved by Councillor Holler that the minutes of the organizational meeting held on October 13, 2015 be adopted as presented. CARRIED UNANIMOUSLY

3.2 Moved by Councillor Jones that the minutes of the regular meeting held on October 13, 2015 be adopted as presented. CARRIED UNANIMOUSLY


4.1 Leanne Chartrand, Wapiti Area Synergy Group
Leanne Chartrand introduced herself as an engagement specialist with the Wapiti Synergy Group, the first of its kind in Northern Alberta.
The Synergy group was created to inform and educate community members who have concerns about the impacts of oil and gas in and around their communities. Monthly meetings will be open discussions on such topics as, public safety, emergency response plans and any other concerns brought up by ratepayers.
The Synergy group is working to have representative from the County of Grande Prairie, surrounding municipalities and businesses to form a network of contacts as to the "who's who" in and around the oil and gas industry.
Leanne noted that it a great time to form the group because the oil and gas industry is slow right now so they will be able to address things at a slower pace as opposed to dealing with "hot topics".
Leanne thanked council for their time and excused herself at 7:45 p.m.
Discussion was held regarding appointment of Council the Synergy Group

Moved by Councillor Jones that Councillor Johnson be appointed as lead, with Councillor Moncrieff as alternate Council Representatives to the Wapiti Area Synergy Group. CARRIED UNANIMOUSLY

4.2 Christina Ketchum – Parks and Recreation Director
Discussion was held regarding the Mud Bog events that were held in July, hosted by Peace Country Off Road Association and in August, hosted by Tire Pro.
Christina will schedule a meeting with the event organizers to discuss Councils concerns and suggestions with regards to next year's upcoming event.


5.1 Accounts Payable

Moved by Councillor Robichaud that the accounts payable, as identified in Schedule "A", cheque number 20151044 – 20151093 in the amount of $89,455.89 be ratified. CARRIED UNANIMOUSLY


6.1 By-Law 603(AA) – First Reading
MOTION # 2015-0238
Moved by Councillor Johnson to table first reading of By-Law 603(AA) to the next Council meeting. CARRIED UNANIMOUSLY

6.2 Proposed amendment to schedule "C" By-Law 688
MOTION # 2015-0239
Moved by Councillor Johnson that the fees to insurance companies charged for Emergency Response Vehicles that respond to a motor vehicle collision or vehicle fire be increased from $400.00 to $700.00 with the addition of a $350.00 charge for the Squad unit, effective immediately. CARRIED UNANIMOUSLY


7.1 Newterra Potable water Treatment System update.
CAO Parker advised that the containers are scheduled to be shipped on November 13, 2015 and that Atco Electric has been here all week getting the necessary power supply in place.
CAO Parker also noted to Council that the Public Works employees have done an excellent job getting everything ready for the arrival of these plants and that doing the work in house has saved the Town a lot of money.

7.2 CAO and Administrative Assistant attending the Muniware Workshop – October 28 – October 29, 2015 in Calgary.

Moved by Councillor Jones that the following reports be accepted as information, with the amendments to the Parks and Recreation minutes. CARRIED UNANIMOUSLY

8.1 Minutes of the Wembley Library Board meeting held on June 10, 2015.

8.2 Minutes of the Wembley Library Board meeting held on Sept., 9, 2015.

8.3 Minutes of the Parks and Recreation Committee meeting held on October 20, 2015.
Councillor Holler noted that bullet #2 and #8 should be reworded for clarity.
Councillor Robichaud asked about the money in the skateboard account and Councillor Jones advised that the Parks and Recreation Director will be meeting with remaining members of the skateboard club to clarify the clubs intentions.
Discussion was held regarding the Parks and Recreation Terms of Reference.

Moved by Councillor Robichaud to change the Parks and Recreation Terms of Reference quorum to four committee members and state that meetings must be held in a public place.


9.1 Active Security
Proposal received for patrol security.
MOTION # 2015-0242
Moved by Councillor Holler to accept as information and to review again at budget deliberations.

9.2 County of Grande Prairie No.1 – Subdivision approval.
The County has approved the rezoning of the proposed Pipe Yard area from Agricultural to Industrial for NW-21-71-8 W6M.

9.3 Wapiti River WMP Community Consultation re: Water Management Plan for Wapiti River.
Mayor Turnmire stated that it would be good for a member of Council to attend for information. Councillor Johnson will try to go, CAO Parker will forward agenda, place and time.

9.4 Mighty Peace Watershed Alliance Society – Source Water Protection Planning Workshop – October 30, 2015. – Council unable to attend will accept as information.


10.1 Fire Department 2016 Proposed Budget

Moved by Councillor Johnson to accept as information and to refer to budget deliberations. CARRIED UNANIMOUSLY

10.2 Snowflake Gal – December 6th – Wembley Rec Centre
This will be the staff Christmas Party. CAO Parker asked Council to confirm their attendance as soon as possible.

10.3 Christmas Hours

Moved by Councillor Johnson that the Town Office be closed on December 24th, 25th and 28th, 2015 and January 1, 2016. CARRIED UNANIMOUSLY
MOTION # 2015-0245
Moved by Councillor Jones that the Town of Wembley purchase embroidered jackets for the Public Works and Administrative Staff in lieu of gift cards.

10.4 Dino Town
Rob Al of Cuttris Lake BC is looking to sell all the equipment from his Dinosaur Theme Park for $445,000.00.

Commended the Fall Supper the meal was fabulous and the speaker was great.
Enjoyed the tour of the Fire hall, very helpful to know which vehicles are which.

Halloween Party at Evergreen Park – TJ the DJ will be doing music.
Councillor Moncrieff
Suggested the Town doing a special thank you to the County of Grande Prairie No.1and the County Residents regarding their support of the museum, with a sincere letter and possibly a picture of the museum. CAO Parker will do up a draft letter.
Councillor Jones
Fall Supper was a great event.
Halloween costume exchange program organized by the Fire Hall was a great success. Seventy costumes were collected and twelve were given out.
The Fire Hall is doing free pumpkin carving for kids on Saturday October 31, 2015. No frills donated sixty pumpkins.
Councillor Holler
Reminder of FCSS Safe Halloween, 6:00p.m. – 9:00p.m. at the arena.
Remembrance details and time are to be announced but will be approximately the same schedule as last year. The Grande Prairie Marching Band will be participating again for the sixth consecutive year.

Moved by Councillor Holler that the Town of Wembley donate $600.00 now and $100.00 per year moving forward to the Grande Prairie Marching Band as a thank you for their continued participation. CARRIED UNANIMOUSLY

WACHD would like to thank all the Council and Town Staff that attended the Fall Supper as it was a great success.
WACHD received $40,000.00 CFEP Grant.
Requested the SPPARC link to be put on the website.
Mayor Turnmire
Attended Wapiti Area Synergy Partnership Community Information session.
Met with ATCO Power regarding franchise report, fee remains at 6% and they are doing a cost report on switching to LED lighting.
October 20th, toured the Fire Hall, very informative.
October 21st, attended the Incident Command System training in Beaverlodge.
October 22nd, brought greetings to the Northern Alberta Water and Waste Water Coalition at the Museum, there were stakeholders from all across Alberta.
October 23rd, attended the ribbon cutting for the Odyssey House Grand Opening.
October 24th, attended the WACHD Fall Supper, great event. Excellent speaker.
